Good neighbors

Norwich's dog rules.

  • Norwich Code Sec. 14-6(b): dog waste removal

Anyone walking a dog on property they do not own, public or private, must carry a device for removing the dog's excrement. Anyone who owns or controls a dog that leaves excrement on any public or private property must promptly remove it to a proper receptacle on their own property. Guide dogs used by blind or physically handicapped persons are exempt. Under Sec. 14-14, violations of Chapter 14 carry a fine of at least $50.

  • Norwich Code Sec. 14-6(a) and (c): dogs in city parks

Dogs may not run at large in any city park or recreation area except Lucas Memorial Woods and the fenced dog park at 261 Asylum Street. Dogs in the Asylum Street dog park must be licensed, with tags and rabies vaccination proof shown to the animal control officer on request. Dogs are not permitted in Mohegan Park, Brown Park and recreation areas, except trained guide dogs (guide dog training is not allowed in Mohegan Park).

State law bars an owner or keeper from letting a dog roam at large on another person's land without control, or on a public highway unattended. Chapter 435 of the state statutes contains no general dog waste pickup rule, so pickup is governed by the city ordinance above.

  • Leash and control

Norwich has no citywide leash ordinance in the code sections reviewed. Sec. 14-6(a) bars dogs from running at large in city parks and recreation areas except Lucas Memorial Woods and the Asylum Street dog park, and Sec. 3.5-9(2) requires pets to be leashed on city docks. State law (CGS 22-364) bars dogs from roaming at large on others' land or public highways.

Why it matters here

The Yantic River (draining from Bozrah and Franklin) and the Shetucket River (draining from Sprague and forming the city's eastern boundary) meet in Norwich to form the Thames River, a navigable tidal estuary that drains to Long Island Sound.

A little local history

Norwich, then and now.

  1. 1659

Norwich was founded by settlers from Saybrook Colony on land purchased from the Mohegan sachem Uncas, at what is now Norwichtown.

  3. 1694

A public landing at the head of the Thames River let ships unload at the harbor, the area now called Chelsea.

  4. 1908

The name Mohegan Park was chosen for the new municipal park, after residents began deeding land for it in 1906.

  5. 1952

The town and city of Norwich were consolidated into one government.

  6. 1963

On March 6, the Spaulding Pond dam in Mohegan Park failed, causing the Great Flood of Norwich, which killed seven people.
