Ordinance 500-006: Control of Dogs in Parks and Recreation Areas, School Property and the Historic District
On public lands, including sidewalks, streets, parks, beaches, fields, school property, Historic District property, and town open space, dogs must be on a leash no longer than 10 feet and must not roam. Owners must keep dogs off playgrounds, athletic fields, basketball and tennis courts, and bathing areas, and are liable for damage. A violation is an infraction with a $92 fine, and the person can be removed from the area and denied future entry with a dog. Effective September 24, 2020. The ordinance has no dog-waste pick-up clause.
Ordinance 300-016: Stormwater Ordinance
The stormwater ordinance regulates non-stormwater discharges to the town storm drain system. Its definition of pollutants includes animal wastes. It is not a specific dog pick-up rule.
Connecticut state law: dogs roaming at large (CGS 22-364)
State law says a dog owner or keeper may not let a dog roam at large on another person's land, or on a public highway, when it is not under the owner's or keeper's control. This is a roaming law, not a pick-up law.
Leash and control
Ordinance 500-006 Section 3: dogs must be leashed at all times on public lands, with leashes no longer than 10 feet. The Conservation Commission may propose leash-free areas for Town Council approval (Section 4). Fine $92.
