Bozrah Ordinance 2011-2, Section 2(L): dog waste clean-up
It is a violation for a dog owner or keeper not to clean up or dispose of right away any feces or other waste left by the dog or other animal on public property, including highways and sidewalks, or on private property owned or controlled by someone other than the owner or keeper. Under Section 3, violations carry a fine of not less than $25 and not more than $100, at the animal control officer's discretion. The ordinance took effect January 7, 2012.
Connecticut General Statutes Sec. 22-364 (dogs roaming at large)
State law says no owner or keeper may let a dog roam at large on another person's land or on a public highway when it is not under the owner's control. A violation is an infraction. Chapter 435 of the statutes has no general statewide dog waste pick-up rule; Sec. 22-364a covers intentional or reckless release of a domestic animal that causes property damage over $100.
Leash and control
Bozrah's dog ordinance (Ordinance 2011-2, Section 2(A)) has no leash requirement as such, but it makes it a violation to let a dog roam at large on another person's land, or on a public highway, when it is not attended by and under the control of its owner or keeper. Fine of $25 to $100 under Section 3.
